Open Sourcing Procurement of Consultancy Services for the Preparation of the Transformation Plan as part of the Business Plan of PT Garuda Indonesia
PT Garuda Indonesia (Persero) Tbk (“Garuda”) hereby invites qualified consulting firms to participate in the Procurement of Consultancy Services for the Preparation of the Transformation Plan and to register as Garuda vendors, with the following qualifications:
General Requirements:

Must be a legally established entity.

Must not be involved in any ongoing legal proceedings that may result in failure to complete the assignment.

Must be willing to comply with the applicable Procurement of Goods and Services regulations of Garuda Indonesia.
Scope of Work and Deliverables
The following outlines the scope of work and expected deliverables from the Consultant in preparing the Transformation Plan as part of the Business Plan of Garuda Indonesia:

Regulatory Framework |
• Conduct analysis, review, and validation of (i) prevailing applicable regulations and (ii) external regulations, including but not limited to Ministerial Regulations and other relevant regulations governing the Company as a subsidiary of Danantara in Indonesia. |
• Report on the results of analysis, review, and validation of (i) prevailing applicable regulations and (ii) external regulations, including but not limited to Ministerial Regulations and other relevant regulations governing the Company as a subsidiary of Danantara in Indonesia. |

Preparation of the Transformation Plan |
• Conduct analysis, review, and validation of (i) prior Corporate Work Plans (RKAP, RJPP, Business Plan), (ii) comparison of financial and operational indicators against normal conditions (FY 2019), (iii) PKPU outcomes, (iv) RPR achievements, and (v) potential receipt of State Capital Injection (PMN) and Government assignments. • Prepare a comprehensive report on operational and financial projections and provide recommendations on the Company’s financial, operational, and strategic targets. • Perform sensitivity analysis on the prepared projections. • Provide recommendations and considerations on corporate strategy and transformation initiatives, including but not limited to fleet planning, network and route planning, operational planning, cost efficiency programs, Quick Wins programs from each Directorate, and Project Champion (Revenue Management Program). |
• Transformation Plan Book detailing plans and recommendations in a format approved by the Company. • Presentation of the Transformation Plan detailing plans and recommendations in a format approved by the Company. • Working papers containing calculation models and sensitivity analysis related to the Transformation Plan in a format agreed by the Company. |

The Company will conduct further evaluation in accordance with the applicable procurement procedures of Garuda Indonesia upon receipt of the administrative and technical documents.
Garuda Indonesia does not charge any fees in the registration or procurement process.
