PT Garuda Indonesia (Persero) Tbk (“Garuda”) provides an opportunity for Company to be participated in Procurement of Health Insurance Provider and/or Healthcare Service Provider PT Garuda Indonesia (Persero) Tbk and Subsidiaries with scope of work as follow:
- Providing and administering a Health Insurance Program for employees of PT Garuda Indonesia (Persero) Tbk & Group in accordance with the agreed benefits, terms, and insurance policy.
- Determining and managing health insurance premiums based on benefit coverage, participant risk profile, and applicable laws and regulations.
- Providing a minimum network of 3,000 healthcare providers distributed throughout Indonesia.
- Administering, verifying, and settling health insurance claims in a timely, transparent manner and in compliance with policy provisions.
- Managing participant and claim data while ensuring confidentiality, data security, and compliance with applicable data protection regulations.
- Submitting periodic reports (monthly and/or quarterly) to the Company regarding participation, service utilization, and claim realization for the Garuda Indonesia Group Health Insurance Program.
- Providing an insurance service system and/or platform (if available) to facilitate access to information for the Company and participants.
- Providing health information and preventive programs to support employee and family wellness.
- Assigning representative officers in at least 30 hospitals.
- Assigning a representative officer at Garuda Indonesia Head Office.
- Providing on-call doctor services at selected Garuda Indonesia branch offices.
- Providing a 24/7 call centre service and web-based and mobile digital applications for participants.
- Providing efficient and prompt cashless and reimbursement mechanisms, supported by a service platform to ensure ease of information access for the Company and participants.
General requirements for procurement participants must meet the following requirements:
a. A company legally established in Indonesia and holding a valid business license in Health Insurance Provision and/or Healthcare Services, including Health Claim Management and/or Third Party Administration (TPA) capable of providing Managed Care and Indemnity service schemes;
b. Proven experience and expertise in corporate healthcare management (corporations and/or State-Owned Enterprises) and other institutions, with a minimum of 50 active corporate clients and a total transaction value exceeding IDR 100 billion;
c. Experience managing at least 500,000 participants within the last three (3) years;
d. Submission of Recommendation Letters from existing clients (minimum two companies);
e. Submission of a healthcare provider network consisting of at least 3,000 healthcare providers nationwide;
f. Submission of co-insurance structure and/or reinsurer support letter, if applicable;
g. Willing to sign a Conflict of Interest Statement;
h. Willing to comply with Garuda Indonesia’s procurement procedures;
i. Not currently involved in any legal dispute or bankruptcy that may result in a conflict of interest or failure to fulfil procurement obligations and/or contract;
j. Willing to sign the Integrity Statement and follow the procurement procedures at Garuda Indonesia.

The documents should be submitted for registration include:
1. Company Legal Documents (Deed of Establishment, NIB, NPWP, etc.) as registered in Garuda’s e-procurement system;
2. Letter of Intent;
3. Conflict of Interest Statement / Integrity Statement;
4. Personal Data Management Statement;
5. Statement of Domestic Component Level (TKDN);
6. List of company experience in corporate healthcare management (Corporations & SOEs) and other institutions with ongoing cooperation and within the last three (3) years;
7. Recommendation letters from existing clients (minimum two companies);
8. List of healthcare provider network;
9. Co-insurance structure and/or Reinsurer Support Letter (if applicable).

The Procurement Committee will send the Request for Proposal (“RFP”) documents to companies that pass the pre-qualification stage via official email.
Garuda does not charge any fees for participation in the Procurement of Health Insurance Provider and/or Healthcare Service Provider PT Garuda Indonesia (Persero) Tbk and Subsidiaries.
