1. In the procurement process, Garuda shall give priority to direct procurement either from a manufacturer, authorized distributor or sole agent, and shall avoid using intermediaries who do not give added value. In the selection of vendors, Garuda will focus on the capability and competitiveness of vendors, as opposed to vendor (TDR) ownership composition.
2. The following are the requirements for vendors who intend to become business partners of Garuda :

   a. Administrative requirements :

   - A legal corporation as proved with copy of Company Establishment Certificate (Akta Pendirian Perusahaan) with any addenda and a copy of the Business Operation License (SIUP)

   - Tax-payer Registration Number (NPWP) and Taxable Entrepreneur Confirmation Number (PKP)

   - Financial Statements for the last two (2) years (audited statements are preferred)

   - Copies of certificates (if required)

   b. Technical requirements :

   - Data regarding company facilities

   - Data regarding available and actual production capacity

   - Number of employees and their respective skills

   - Technology and Innovation

   - Delivery

   - Quality Control & SOP

   - Other certifications (if required)

   c. Skill, expertise and experience in their business together with curricula vitae and references.

3. Vendors will be evaluated based on the abovementioned administrative and technical criteria. Garuda reserves the right to evaluate and directly examine the facilities of vendors. All decisions made shall be final and in no event shall Garuda be liable to provide detailed explanation regarding the result of the evaluation.
4. Garuda reserves the right to decide the number of vendors as stated in Garuda's Vendor List. The listed vendors will be evaluated on a regular basis. In this regard, Garuda shall not re-issue a TDR (vendor list certification).
5. Requests for proposals submitted by a vendor to Garuda shall be deemed as acceptance by the vendor of the terms and conditions of Garuda Procurement procedures.
